1. Revenue and Expenditure of the national general public budget


(1) General public budget revenue.


In the first nine months of this year, the national general public budget revenue reached 16,6713 trillion yuan, an increase of 8.9% year-on-year. Of this total, the tax revenue was 13,910.5 billion yuan, up 11.9 percent year on year; Non-tax revenue was 2,760.8 billion yuan, down 4.1% year on year. Revenue in the central and local governments' general public budgets is projected to reach 7.588.6 trillion yuan, up 8.5% year on year. Revenue in local governments' general public budgets is expected to reach 9.082.7 trillion yuan, up 9.1% year on year.


The main tax revenue items are as follows:


1. Domestic VAT reached 5,345.4 trillion yuan, an increase of 60.3% year-on-year, mainly due to the relatively large amount of tax rebates set aside in the same period last year and the low base.


2. Domestic consumption tax was 1,246.5 billion yuan, down 4.9% year on year.


3. Corporate income tax was 3,372.2 billion yuan, down 7.4% year on year.


4. Individual income tax was 1.131 billion yuan, down 0.4% year-on-year.


5. VAT and consumption tax on imported goods will be 1.413.3 trillion yuan, down 7.3% year on year. Tariffs were 190 billion yuan, down 12.1 percent year on year.


6. Export tax rebates were 1.419.1 billion yuan, down 4.6% year-on-year.


7. Tax on urban maintenance and construction was 398.6 billion yuan, up 3.2% year on year.


8. Vehicle purchase tax was 202.6 billion yuan, up 5% year on year.


9. Stamp duty was 303.1 billion yuan, down 11.2% year-on-year. Among them, the stamp tax on securities transactions was 155.5 billion yuan, down 30.8 percent year-on-year.


10. Resource tax was 232.4 billion yuan, down 13.4 percent year on year.


11. Among land and real estate-related taxes, deed tax was 449.1 billion yuan, up 2.2% year on year; Property tax was 260 billion yuan, up 7.5% year on year; The urban land use tax was 154.7 billion yuan, down 3.1 percent year on year; Land value-added tax was 433.7 billion yuan, down 16% year on year. The cultivated land occupation tax was 88.7 billion yuan, down 16 percent year on year.


12. Environmental protection tax was 15.2 billion yuan, down 3.7 percent year-on-year.


13. Revenue from other taxes such as vehicle and vessel taxes, tonnage taxes and tobacco leaf taxes totaled 93.2 billion yuan, up 0.2% year-on-year.


(2) Expenditures in the general public budget.


In the first nine months of this year, total expenditure in the general public budget was 1.7897 trillion yuan, up 3.9% year-on-year. Expenditures in the central and local governments' general public budgets are expected to reach 2,666.6 trillion yuan, up 6.6% year on year. Expenditures in local governments' general public budgets are projected to reach 17,123.1 trillion yuan, up 3.5% year on year.


The main items of expenditure are as follows:


1. Education expenditure was 2,964.3 billion yuan, up 4.3% year-on-year.


2. The expenditure on science and technology was 672.9 billion yuan, up 3.3% year-on-year.


3. The expenditure on culture, tourism, sports and media was 259.8 billion yuan, up 0.8% year-on-year.


4. Expenditures for social security and employment reached 3,079.5 billion yuan, up 8.2% year-on-year.


5. The expenditure on health care is 1,679.3 billion yuan, up 3.3 percent year-on-year.


6. Spending on energy conservation and environmental protection was 369.1 billion yuan, up 1.7% year-on-year.


7. The expenditure of urban and rural communities was 1,423.3 billion yuan, down 0.9 percent year-on-year.


8. The appropriation for agriculture, forestry and water conservancy reached 1,656.1 billion yuan, up 3.9% year-on-year.


9. The transportation expenditure was 867.4 billion yuan, down 2.5 percent year-on-year.


10. Interest payment on debt was 857.9 billion yuan, up 4.4% year-on-year.


2. Budgetary Revenue and Expenditure of government-managed funds nationwide


1. Budgetary revenue of government-managed funds


In the first nine months of this year, budgetary revenue of government-managed funds nationwide reached 3.868.3 trillion yuan, down 15.7 percent year on year. Budgetary revenue of central and local government-managed funds is projected to reach 304.8 billion yuan, down 7.9% year on year. Budgetary revenue of local government-managed funds is projected to reach 3,563.5 trillion yuan, down 16.3% year on year. Revenue from the sale of state-owned land use rights is 3,087.5 trillion yuan, down 19.8% year on year.


2. Budgetary expenditures of government-managed funds


In the first nine months of this year, budgetary expenditures from government-managed funds nationwide reached 6,636.8 trillion yuan, down 17.3 percent year-on-year. Budgetary expenditures of central and local government-managed funds totaled 192.7 billion yuan, down 45.8% year on year. Budgetary expenditures of local government-managed funds reached 6.444.1 trillion yuan, down 16% year on year, of which 3.547.1 trillion yuan was spent on proceeds from the sale of state-owned land use rights, down 18.7% year on year.
